Welcome to the forum, which part of Canberra do you live in?
I am from Canberra too and I too have Koi. I would recommend you not buying from any shop in Canberra, the quality is very very ordinary and the guy in Mitchell in my opinion breeds his own fish as I have seen deformity in the fish he sells. Any responsible koi selling person will not even keep koi with that kind of deformity let alone sell them.
there is another shop in Canberra that sell koi but they are expensive and asks for $28 for low quality koi that are under 10cm.
I would recommend you going to the auctions for koi, there is an auction nearly every month so there is no rush to buy before you finish building your pond. You will also probably want to let your filters some time to build up some bio filtration before actually putting any koi in it, otherwise you risk losing all your fish due to bad water conditions.
